Richard was born in Springfield, MO to William L. and Dorothy Cooksey on 02/21/1941
He is survived by his wife Patti Cooksey and his brother Jerry Cooksey.
Richard started his law enforcement career with the El Cajon Police Department. In 1979, he lateralled to the National City Police Department, where he served as an FTO and, eventually, a homicide detective. His excellent investigative skills in homicide caught the attention of the DA’s Office, which hired him as a DA Investigator in 1984. During his 20 years with the DA’s Office, Richard was assigned to Pre-Trial, Spec Ops, and Cold Case Homicide. While assigned to Pre-Trial, Richard was a member of the Homicide Taskforce, which dealt with complex and high-profile homicides. Richard worked closely with prosecutor Jeff Dusek and successfully prosecuted several high-profile death penalty cases, including the David Westerfield case. Richard retired in 2004 and moved to Henderson, NV, where he resided until his passing.
